What's the license?

And there's a another pack with the steampunk in your profile (but need to pay), what's the difference beetween they two (steampunk)?

You can click the "more information" above to see the licence. It's CC-BY4.0. 

The difference between the steampunk here and the other one is just the sprite size, the paid one is just a bit bigger (48x48), so there is a bit more detail, for $1, while these free sprites are restricted to 32x32. It depends on which size is suitable to your game. :)

These sprites are about 50% smaller than the other sprites you have?

Yes, these are limited to 32x32 size, for grid based games/roguelikes or can also be used as icons or overworld sprites. 

The other bigger sprites have a larger canvas for effects and movement.
